Here’s What Iran Is Being Asked To Accept – And Why They Keep Saying No

Pakistan’s “Islamabad Accord” is the most straightforward peace offer Iran has received since the war began. Phase one: an immediate ceasefire between the U.S. and Iran, with the Strait of Hormuz reopening the same day. Phase two: 𝟏𝟓 𝐭𝐨 𝟐𝟎 𝐝𝐚𝐲𝐬 of direct negotiations — proxied through Pakistan, the sole communication channel — toward a comprehensive peace agreement finalized in Islamabad.

What Iran concedes: a 𝐩𝐞𝐫𝐦𝐚𝐧𝐞𝐧𝐭 𝐜𝐨𝐦𝐦𝐢𝐭𝐦𝐞𝐧𝐭 𝐭𝐨 𝐧𝐞𝐯𝐞𝐫 𝐝𝐞𝐯𝐞𝐥𝐨𝐩 𝐧𝐮𝐜𝐥𝐞𝐚𝐫 𝐰𝐞𝐚𝐩𝐨𝐧𝐬, in exchange for sanctions relief and the release of frozen assets held by Western nations for decades.

What the world gets: the reopening of the most critical chokepoint in global energy. The Strait of Hormuz normally carries roughly 𝟐𝟎 𝐦𝐢𝐥𝐥𝐢𝐨𝐧 𝐛𝐚𝐫𝐫𝐞𝐥𝐬 𝐨𝐟 𝐨𝐢𝐥 𝐩𝐞𝐫 𝐝𝐚𝐲 — 𝟑𝟒% of all global seaborne crude trade (EIA). Its closure has already pushed Brent crude past $𝟏𝟐𝟔 𝐚 𝐛𝐚𝐫𝐫𝐞𝐥, the highest in years, in what the Dallas Federal Reserve called the 𝐥𝐚𝐫𝐠𝐞𝐬𝐭 𝐝𝐢𝐬𝐫𝐮𝐩𝐭𝐢𝐨𝐧 𝐭𝐨 𝐠𝐥𝐨𝐛𝐚𝐥 𝐞𝐧𝐞𝐫𝐠𝐲 𝐬𝐮𝐩𝐩𝐥𝐲 𝐬𝐢𝐧𝐜𝐞 𝐭𝐡𝐞 𝟏𝟗𝟕𝟎𝐬 𝐨𝐢𝐥 𝐜𝐫𝐢𝐬𝐢𝐬. Up to 𝟑𝟎% of internationally traded fertilizers also transit the Strait — meaning food prices are next.

Iran’s track record says they won’t sign. In March, the U.S. presented a 𝟏𝟓-𝐩𝐨𝐢𝐧𝐭 𝐜𝐞𝐚𝐬𝐞𝐟𝐢𝐫𝐞 𝐩𝐫𝐨𝐩𝐨𝐬𝐚𝐥. Iran called it “𝘦𝘹𝘵𝘳𝘦𝘮𝘦𝘭𝘺 𝘮𝘢𝘹𝘪𝘮𝘢𝘭𝘪𝘴𝘵 𝘢𝘯𝘥 𝘶𝘯𝘳𝘦𝘢𝘴𝘰𝘯𝘢𝘣𝘭𝘦” and rejected it within days (Al Jazeera, PBS). Tehran’s counter-demands were staggering: 𝐰𝐚𝐫 𝐫𝐞𝐩𝐚𝐫𝐚𝐭𝐢𝐨𝐧𝐬 paid to Iran, 𝐢𝐧𝐭𝐞𝐫𝐧𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐫𝐞𝐜𝐨𝐠𝐧𝐢𝐭𝐢𝐨𝐧 𝐨𝐟 𝐈𝐫𝐚𝐧’𝐬 𝐚𝐮𝐭𝐡𝐨𝐫𝐢𝐭𝐲 𝐨𝐯𝐞𝐫 𝐭𝐡𝐞 𝐒𝐭𝐫𝐚𝐢𝐭 𝐨𝐟 𝐇𝐨𝐫𝐦𝐮𝐳, a complete halt to all U.S. and Israeli operations against H-z-b and pro-Iranian militias in Iraq, and permanent “𝘨𝘶𝘢𝘳𝘢𝘯𝘵𝘦𝘦𝘴” that Iran would never be attacked again.

Read those demands again. They want to be 𝐩𝐚𝐢𝐝 for a war they escalated. They want the world to formally recognize their 𝐫𝐢𝐠𝐡𝐭 𝐭𝐨 𝐜𝐨𝐧𝐭𝐫𝐨𝐥 the Strait. They want the U.S. to stop going after their proxy network. And they want a permanent guarantee of immunity.

As of this morning, a senior Iranian official told Reuters they are “𝘳𝘦𝘷𝘪𝘦𝘸𝘪𝘯𝘨” the Islamabad Accord but “𝘸𝘪𝘭𝘭 𝘯𝘰𝘵 𝘢𝘤𝘤𝘦𝘱𝘵 𝘥𝘦𝘢𝘥𝘭𝘪𝘯𝘦𝘴 𝘰𝘳 𝘱𝘳𝘦𝘴𝘴𝘶𝘳𝘦” — the same language they used before rejecting the 15-point plan. Previous Pakistan-led mediation efforts hit a dead end just three days ago (𝘞𝘢𝘭𝘭 𝘚𝘵𝘳𝘦𝘦𝘵 𝘑𝘰𝘶𝘳𝘯𝘢𝘭, April 3). No official response from Washington either.

Trump has enforced every deadline he’s set. The last time Iran missed one, the strikes followed. Pakistan’s Field Marshal Munir has leverage neither Europe nor the UN ever had — but leverage only works if the other side is rational enough to recognize it.
